What Take-Two has said
In May 2026, Take-Two's Strauss Zelnick explained the console-first approach in terms of priorities rather than exclusivity. Rockstar leads with consoles because, in his phrasing, you are judged by serving the core. That is the closest thing to an official comment on the subject, and it is not an announcement.
