GTA V's three-way switch was a map-level convenience. GTA 6's is a moment-to-moment tactical tool, because the two protagonists are usually in the same fight.

Why this is not GTA V's switch
GTA V had three protagonists who lived in different parts of Los Santos and mostly led separate lives. Switching between them was a travel and story convenience, a camera pulling up and back down somewhere else in the city, usually with a loading pause and a small joke about what that character had been doing.
GTA 6 has two protagonists who are usually in the same room. That changes what the switch is for entirely. It is no longer a way of moving across the map. It is a way of changing your position within a situation that is already happening, and it works in the middle of the situation rather than between them.
What it is actually for
- One drives while the other shoots from the window, shown directly in the Extended Look.
- Take the angle your partner is covering, rather than the one you are stuck on.
- Split under police pursuit, which divides the search between two suspects.
- Switch perspective in the middle of a jump, purely because you can.
- Call your partner in for help when you are somewhere they are not.
The driving-and-shooting case is the clearest illustration. In a single-protagonist game that is a scripted sequence with an AI companion doing the half you are not doing. Here both halves are playable and you can move between them mid-chase, which means a pursuit is a thing you are managing from two positions rather than one.
Splitting up under pursuit is the version with the most tactical depth, because it interacts with how the police work. The wanted system builds a description of a suspect, and two suspects moving in different directions divide the search rather than doubling it. Nothing else in the series has had a mechanic like it, and it exists only because the two protagonists are so often in the same place to begin with.
The character you are not playing
The other protagonist is not an escort. In the tower-block shootout from the Extended Look, Lucia holds angles and contributes to the fight while the player pushes forward as Jason, and the moment you switch, the roles reverse without the encounter changing shape. That is what makes switching a tactical option rather than a novelty. Both positions are real positions, whichever one you happen to be occupying.
It follows that the two characters need to be worth switching between, and the rest of the game takes that seriously. Jason and Lucia have different fighting styles, different phones with different apps and different people followed, and separately tracked physical condition. Switching is not a camera move onto an identical body. It is picking up a different person.
How switching touches everything else

- The relationship builds on shared activity, so switching to do things together is a story system as much as a tactical one.
- Each protagonist keeps their own personal vehicles.
- Each phone carries its own feed, so leads found while playing one are found by that one.
- Under pursuit, two suspects is a different problem for the police than one.
The story reason it works
A free switch between two people only makes sense if those two people are together, and GTA 6 builds its whole premise around making sure they are. Jason and Lucia start the game romantically involved, a simple job goes badly wrong, and the pair spend the story as fugitives in Vice City, a structure that keeps them in the same car, the same building and the same trouble far more often than not.
That is why the mechanic can afford to be instant. There is no narrative work to do explaining where the other character has been, because in most cases they are standing three feet away. Rockstar has said choices large and small carry through the chapters and that the relationship affects story moments and the ending, so the two protagonists are being tracked as a pair throughout, and switching between them is the ordinary way of playing rather than a special mode.
